An Essex man who threw chips out of his car window has received fines for littering from two councils because they fell across both districts.

FWIW, I think that being charged twice was correct; he did, after all, commit a number of offences. Admittedly it's nowhere near the same scale, but I'd expect a double murder to be two charges rather than one.

he should also be done on a third charge of Wasting Food. Selfish, overfed shit. There's people starving, y'know.

I was disappointed a couple of years ago when the woman who seriously broke the speed limit, got caught on GATSO, did a 180 around a roundabout, and was caught speeding again in the other direction in the same place was only given one penalty - she had deliberately done it twice.

But fining this one twice is a bit harsh.

The total of his fines should be proportional to the total amount of littering he did. I.E. if he would have been fined twice as much by one council, if he hadn't crossed a boundary, then this is ok.

A murder commited on a national border isn't two murders, after all.

But if I did murder someone straddling a border, who gets jurisdiction? And why?

I have absolutely no idea.

I think I shall have to ask my Flist, which is the Fount of All Use{ful, less} Knowledge, then!

i agree with your surmise that being charged twice was correct, because littering in two local authority areas would incur cleanup costs to both authorities.

by the way, it was nice to meet you on Saturday, and don't forget to locate Mr Stabby and Lord Peter Feathering-Walthamstone. furthermore, in response to your 'trollbait' tag on this entry, i feel i should say stfu, lamz0r! or something of that ilk.
